1. $$x^2+y^2+6x-4y-3 = 0$$

$$x^2+6x+y^2-4y = 3$$

$$x^2+6x+9+y^2-4y+4 = 3+9+4$$

$$(x+3)^2+(y-2)^2 = 16$$

∴ center is at $$(-3, 2)$$ and radius is 4

1. center at $$(1, 4)$$ and radius is 3

$$(x-1)^2+(y-4)^2 = 9$$

$$x^2-2x+1+y^2-8y+16 = 9$$

$$x^2+y^2-2x-8y+8=0$$
